SBIP Overview

DLA’s mission is to deliver readiness and lethality to the warfighter and support our nation through quality, proactive global logistics.  Sustaining a full range of military operations in an increasingly complex global environment remains DLA’s number one priority.  DLA strives to make it fast and easy for customers to work with our Agency by quickly understanding current requirements and anticipating their future needs.  In support of the major subordinate commands and military Services, SBIP helps to ensure readiness and lethality across the end-to-end supply chain by optimizing retail and industrial support, which ultimately reduces risk and increases efficiency, and positions solutions for Warfighter requirements. 

The DLA Small Business Innovation Programs (SBIP) consist of the Small Business Innovation Research (SBIR), Small Business Technology Transfer (STTR), and multiple Congressional programs.

The SBIR Program was established by Congress in 1982 to fund research and development (R&D) by small businesses of 500 or fewer employees. Eleven federal agencies participate in the program.

The STTR Program was established in 1992 to fund cooperative R&D projects with small businesses and non-profit U.S. research institutions, such as universities.  Five federal agencies participate.

The objectives of the SBIPs are to stimulate technological innovation and increase commercialization of R&D within the DLA managed supply chains improving service to the warfighter.

The SBIR/STTR programs are structured in the following three phases.    

  • Phase I projects demonstrate the feasibility of technologies.
  • Phase II projects develop prototype processes or products for proof-of-concept demonstration.
  • Phase III is the commercial application of the technology. (Not a set-aside)

About DoD ECA Certificates

DoD ECA certificates are used to meet various business needs:

  • Facilitates access to secure agency websites
  • Secures and protects emailed communications
  • Enables government compliant, identity-based digital signing

There are three categories of DoD ECA certificates:

  • ECA | Medium Assurance  
  • ECA | Medium Token Assurance 

Whenever possible, in order to assist you in selecting the correct certificate type, IdenTrust has worked with these agencies to configure our Certificate Selection Wizard so that when you apply for a DoD ECA certificate, IdenTrust will offer you the correct type of DoD ECA certificate that is interoperable with a specific agency application. Under the Certificate Policies governing the issuance and use of certificates offered by IdenTrust, it is our responsibility as an Authorized Certification Authority to revoke the certificate in a case of loss or disclosure of the private key (Password) to anyone other than the subscriber.
