Defense Technical Information Center (DTIC) has announced that starting first quarter of 2016 due to DoD CIO policy mandating the use of DoD approved PKI credentials, User ID and Password will no longer be sufficient to gain access to DTIC sites. Your DTIC accounts will be closed unless you register with either a CAC or ECA certificate.


What are ECA Certificates?

As part of an overall program to provide a stronger and more secure authentication mechanism for accessing Department of Defense (DoD) Information Systems, the DoD initiated the External Certificate Authority program in order for Defense Contractors to be able to obtain DoD approved PKI credentials if they do not qualify or need a DoD Common Access Card (CAC). IdenTrust is a DoD approved External Certificate Authority (ECA) vendor and are here to assist you get the required credential needed to access DTIC sites and many other DoD information systems. What type of ECA Certificate will I need?

There are three types of ECA certificate for individuals. DTIC has indicated that they accept all three but your individual use case will dictate which one will be appropriate for you.

ECA Medium Assurance: This certificate is a software based certificate stored in the browser of a single computer. This certificate type is the lowest assurance level in the ECA program and many DoD sites choose not to accept software based certificates so if you think you might need access to DoD sites other than DTIC this might not be the best choice for you.
ECA Medium Token Assurance: This is a hardware based certificate that needs to be stored on a FIPS 140-2 level 2 or higher Key Storage Mechanism; typically a Smart Card or USB Token. IdenTrust offers both form factor options. This certificate type is accepted by the vast majority of all DoD sites that accept ECA certificates. An additional benefit is that this certificate type, being stored on hardware, is portable and can be used on multiple computers. A face to face identity vetting appointment with a Notary is required.
ECA Medium Hardware Assurance: This is the highest assurance level in the ECA program and is also a hardware based certificate like option two above. There are a few DoD sites that require this assurance level. Because of the higher assurance level there is also a higher identity vetting requirement that mandates you must meet in person with an IdenTrust Trusted Correspondent. Identity vetting for Medium Assurance and Medium Token above only require a Notary Public.

IMPORTANT: Before purchasing this certificate type please ensure you have access to an IdenTrust Agent or Trusted Correspondent for the required "In Person" identity vetting.

Hardware (Smart Cards or USB Tokens) may be purchased with Certificates as part of the purchase process. Purchase of hardware includes a one-time license for middleware and drivers necessary for the hardware to function.
