Secretary of State Betty Ireland and officials from the West Virginia Department of Environmental Protection and the State Office of Technology announced to the Joint Committee on Finance of the West Virginia Legislature that eSignatures will enable the WVDEP to process permits and applications electronically using an ACES digital certificate for digitally signing documents.

West Virginia's enactment of the Uniform Electronic Transactions Act (UETA), W.Va. Code §39A-1-1 et seq., in 2001 paved the way for eSignatures. UETA, which was developed by the National Conference of Commissioners on Uniform State Laws, makes electronic signatures as legally enforceable as manual signatures in government and business transactions.

Under the GSA Certificate Policy, it is our responsibility as an Authorized Certificate Authority to revoke the certificate in a case of loss or disclosure of the private key (Passphrase) to anyone other than the subscriber.
