The US Navy, under the Department of Defense (DoD) External Certification Authority (ECA) Program, mandates Navy contractors and their employees to have digital identity certificates.

IdenTrust is a DoD approved external authority and provides a complete ECA certificate service with two types of ECA Medium Assurance digital certificates: t-Certificates (hardware token-based) and
s-Certificates (software browser-based).

Both certificate types include identity authentication, digital signing, and encryption - all complying with ECA certificate policies. These certificates also comply with the new citizen attribute requirements that became mandatory after July 1, 2007.

Due to anticipated changes to the standards, and to ensure future compatibility with the Navy’s systems, we highly recommend the purchase of t-Certificates. If you intend to purchase an
s-Certificate, please check with your system administrator to ensure this your s-Certificate will be usable with the Navy.

Steps to Purchase an ECA Certificate

1. Complete the Online Registration

	Purchase and pay for your t-Certificate (USB token or smart card) OR s-Certificate (browser-based)
	Print out the In-Person Identification Form

2. In-person ID Verification

Per DoD policy, your identity must be verified by an IdenTrust Trusted Agent - IdenTrust is scheduling on-site registration at various Naval bases; please call Richard Jensen at (301)560-7902 to find out more about the specific locations and dates. Please bring your In-Person Identification Form.

Bring 2 forms of identification - Due to new DoD policy, US citizens will need to provide documentation from 2 of 3 categories below (e.g. A&B, A&C, or B&C). Non-US citizens must present a valid passport and one form of identification from List B.

The IdenTrust Trusted Agent will submit the forms and process your paperwork.

IdenTrust can provide you with the needed ECA digital certificate in as little as 48 hours, if you have the required form and credentials.

3. Retrieval

Once approved, you will receive a Welcome Kit by mail which will include instructions on how to activate and use your certificate. If a t-Certificate was purchased, you will also receive a USB token or smart card, whichever one you purchased.
